Unfortunately, as a result of the restrictions arising from the CoviD-19 pandemic, it is not currently possible to update the KonSULT website. It is being maintained as a teaching resource and for practitioners wishing to use its Measure and Package Option Generators and its Policy Guidebook. Practitioners wishing to use it, should do so on the clear understanding that recent experience on existing and new policy measures has not been incorporated.

Measure Option Generator - How to Use

  1. The single measure generator
    1. Click on the option generator button on the home page; a screen opens up which lists areas of interest in a typical city or region. 
    2. Specify one area of interest, or click on “any area”.
    3. This leads to a second screen. First select whether to focus on objectives, problems or indicators. Having done this, only that part of the screen is live. 
    4. Then click on each attribute (e.g. each objective) of interest. You can then rate each chosen attribute on a 1-5 scale, where 5 is high importance and 1 low importance (note: this is a rating rather than a ranking; more than one can be scored 5).
    5. This leads to a third screen in which you can specify strategies of interest. Click on each strategy of interest and rate them on a 1-5 scale.  Alternatively, you can bypass this by clicking on “any strategy”.
    6. At the foot of this screen, click on the button Run Option Generator. This will immediately generate the ordered list related to the context specified in steps 1.1 to 1.5. For further information on how the scores are generated see Single Measure Option Generator: scoring.
    7. If you wish you can reduce this list to a maximum number of measures (say the best 10),  those with at least a given minimum score, those in a given cost category, those in a given implementation time category or those of a given type. You can also order them by any of these types of category. To do this, change the appropriate tabs and then click on Apply Changes.     8. You can save this list as a text file by clicking on Save Output.

  2. Choosing between the complementary measures and packages option generators
    1. In the final screen from stage 1 click on Option Generator.
    2. On the next screen,you will be offered a choice between the complementary measures option generator and the packages option generator. The first suggests measures which would complement a measure which you choose; the second suggests packages of measures selected from a list of up to ten measures which you choose.
    3. Select the option generator which you wish to use.
    4. Then click on “choose tool”.  This will take you to the fist screen for that tool.

  3. The complementary measures generator
    1. The first screen shows the list from step 1.6. On this highlight the specific measure which you wish to complement. Then click on the Choose Measure button.
    2. On the next screen, choose whether to consider pursuit of synergy or resolution of barriers.
    3. Then choose which measures, from the list generated in step 1.6, you wish to consider as potential complements, by ticking in the box alongside each.  If you wish to consider them all, simply click on Select All.
    4. Then click on the button Run Complementary Measures.  This will immediately generate the ordered list of measures to complement the chosen measure for the context specified in steps 1.1 to 1.5.     5. If you wish you can reduce this list either to a maximum number of measures (say the best 10) or those with at least a given minimum score.  To do this, change the appropriate tabs and then click on Apply Changes.
    6. You can save this list as a text file by clicking on Save Measure List.

  4. The packages option generator
    1. The first screen shows the list from step 1.6.
    2. You are first asked to choose whether to consider pursuit of synergy or resolution of barriers.
    3. Then indicate whether to package these two, three, four or five at a time.
    4. Then highlight up to ten measures in which you are interested. 
    5. Then click on the button Generate Packages.  This will immediately generate a screen with the ordered list of packages of measures for the context specified in steps 1.1 to 1.5. For further information on how the scores are generated see Packages Option Generator: scoring.
    6. If you wish you can reduce this list either to a maximum number of packages (say the best 10) or those with at least a given minimum score.  To do this, change the appropriate tabs and then click on Apply Changes.
    7. You can save this list as a text file by clicking on Save Package List.
