Unfortunately, as a result of the restrictions arising from the CoviD-19 pandemic, it is not currently possible to update the KonSULT website. It is being maintained as a teaching resource and for practitioners wishing to use its Measure and Package Option Generators and its Policy Guidebook. Practitioners wishing to use it, should do so on the clear understanding that recent experience on existing and new policy measures has not been incorporated.

Abridged lists

Abridged lists can be generated either to show the best n measures in terms of their scores, or to show those scoring more than a threshold level, or to reflect cost, implementation time or measure type.

The scores used are those derived in the Measure Option Generator as explained in Single Measure Option Generator: scoring.

Each measure has also been assigned to a cost category: high, medium, low or neutral, related to the assessment of impacts on finance under First Principles. “Neutral” implies that the measure generates income which will at least cover its costs.

Each measure is also assigned to an implementation time category: short, medium or long.  This reflects material in the Taxonomy and Description section.

Finally, each measure is assigned to one of six categories: land use, infrastructure, management and service, attitudinal and behavioural, information and pricing.
